CSERV Courses
Community Services offerings enable you to improve the quality of your life through lifelong learning. This program of fee-based classes is designed to serve individuals with educational goals that do not require college credit (there are no transcripts or grades). Community Service classes are usually shorter than credit classes, and normally do not require lengthy preparation. Many classes are offered in response to a specific population's expressed interest or need.
As of January 1, 2023
CARB’s Heavy Duty Inspection and Maintenance Regulation took effect. While the regulation will be phased in over the course of 2023, the requirements for Tester certification began on January 1, 2023. All testers who perform emissions testing pursuant to the new regulation must pass CARB’s online HD I/M course and test, available for free on the CARB website. (www.CCDET.org) Because of this, the current version of the CCDET I: PSIP / HDVIP class has been discontinued. But for those who prefer live instruction with a hands-on lab, CCDET is working on an option for you!
CCDET is in the process of revising our CCDET I course to include the new HD I/M information. Once the course is complete, we will submit it to CARB for official approval as an alternate curriculum. We estimate that this process will be completed sometime in March of 2023. The revised CCDET I: HD I/M course will have the added benefit of including hands-on instruction on operating both OBD devices and smoke meters. Because CCDET courses use live instructors and include hands-on labs, there is a registration fee, so CCDET I: HD I/M will not be free.
The CCDET I: Clean Truck Check course includes the environmental and health impacts of particulate matter, emission regulations for all heavy-duty commercial vehicles operated in California, using OBD devices, and hands-on instruction in both conducting emissions test using an OBD device and performing the SAE J1667 Snap-Acceleration Test procedure using a smoke meter.

This one-day course covers the requirements of the California Air Resources Board’s Clean Truck Check (CTC) regulation, formerly known as Heavy-Duty Inspection and Maintenance (HD I/M). This CCDET I Clean Truck Check course was developed for those who prefer in-person instruction and who would like hands-on instruction in performing the SAE J1667 Snap Acceleration Smoke Test and OBD Testing. This CCDET I in-person version of Clean Truck Check class costs $175 and is administered by the California Council on Diesel Education and Technology (CCDET), not directly by CARB. It is important to note that CARB remains the only credentialing entity for Clean Truck Check. Participants who complete this CCDET I course must still take and pass CARB’s online exam to become Credentialed Testers under the regulation.
CCDET III: Smoke-testing Cargo Handling Equipment (CHC): Smoke-testing Cargo Handling Equipment. You need CCDET III if you perform:

Periodic smoke inspections on Cargo Handling Equipment at ports or intermodal rail yards
This course covers implementing the opacity testing for Cargo Handling Equipment (CHE). It includes the environmental and health impacts of particulate matter, smoke test regulations, requirements, and standards as they apply to CHE, SAE J1667 Snap-Acceleration Test procedures with specific variations for CHE, Opacity Test fail procedures, considerations for testing CHE with retrofitted DPFs, and an approved procedure for performing the Snap-Acceleration Test on RTG Cranes. The course includes both classroom and hands-on components.
This one-day course covers implementing Periodic Smoke Inspection for Commercial Harbor Craft (CHC). It includes the environmental and health impacts of particulate matter, smoke test regulations, requirements, and standards as they apply to CHC, SAE J1667 Snap-Acceleration Test procedures with specific variations for CHC, Opacity Test fail procedures, and an overview of using Method 9 to assess smoke opacity from stationary sources. The course includes both classroom and hands-on components. This course was created pursuant to the amended CHC Regulation Order California Code of Regulations, Title 17, Section 93118.5, that became effective on December 30, 2022.
